If all the utilities were included I would say yes

If you're on a low fixed income then no I would not recommend moving there because electric is not included with the rent. You only get a credit/allowed $40.00 off the monthly electric however electric bills can be very expensive especially since this place is electric heat you can easily see your bill for a 1 bedroom apartment hit $150.00 if not more. Keep in mind Champlain, NY is a beautiful place but it's rural and only a few miles from the Canadian border so yes winter gets very cold however summer can get very humid at times so that's an added cost to your electric bill if you want fans or air conditoner. Low income seniors/disabled should be having all of the utilities included with their rent in these subsidized housing as the entire state of New York is taxed so high but so much government waste on other things and not enough investment on American citizens who really need help.

That is the bad thing tenant is expected to pay their electric and those of us living on low fixed incomes wouldn't be able to afford to heat and cool the apartment when it's all electric. No ceiling fans either if I remember correctly.
