The Jefferson Community Action Program (JEFFCAP) offers food pantry distribution programs, a head start program, housing counseling, a low income energy assistance program, community centers, emergency rent and mortgage and utility assistance, a retired senior citizen volunteer program, a weatherization program, elderly and indigent transportation program, and first-time homebuyer training classes.
