Our Admissions Office is responsible for distributing and processing applications for the LHAND's Federal and State subsidized housing programs. Applications are available, when applicable, at the Admissions Office. This office is currently located at 174 South Common Street.
The Admissions Office entrance is located on the left hand side of Caggiano Plaza. The Admissions hours are Monday, Wednesday, and Thursday 8:00 a.m.- 4:00 p.m. Tuesday, 8:00 a.m.- 7:00 p.m. and Friday 8:00 a.m. - 12:30.
Given the high demand for affordable rental housing in the City of Lynn, the waiting lists of the LHAND often exceed annual turnover rates for each program.
Because of this strong demand and the ample pool of applicants for it's programs, the LHAND keeps its Waiting Lists closed except for specific occasions. These occasions are determined by either the size of the applicant pool (periodic opening) or the LHAND's policies regarding the opening of waiting lists. Program Eligibility
The LHAND's Occupancy Management Handbook describes the tenant selection procedures. The instructions and information provided in the handbook are consistent with state and federal requirements. Specifics of eligibility at the time of application vary from specific program to specific program. The LHAND will make a determination based on the information provided on the Application. LHAND has recently added a Veteran's Preference for the Federal Programs which include HCV, Wall Plaza and Curwin Circle. The preference is of head of household veteran's or their widowed spouses.

Most low income apartments have waiting lists. Some of these lists can take years until you can be called for openings. The key is to try to get on as many waiting lists as possible.

Apartment Rates
We provide current apartment rates on many listing pages. Most HUD listings do not have published rates. They are based on 30% of the renters adjustable gross income. You will need to contact the apartments to determine if you qualify for income based rent.
