OHDC is a private, non-profit organization serving low income Oswego County residents and governed by a community based board to provide a range of housing choices to the low income homeless or those in need of housing by developing, building,(renovating), providing seed money, acting as an administrator or manager, and forging partnerships with social service providers, contractors, real estate sellers, and local government to ensure needs are met.
OHDC seeks to develop affordable housing opportunities for low income residents of Oswego County. OHDC will accomplish this goal by identify and developing housing resources in partnership with local municipalities and providing counseling services to homeowners and prospective homebuyers.
OHDC seeks to ensure safe and sanitary affordable housing for very low to moderate income persons through the development and rehabilitation of housing. The Council shall serve those areas which demonstrate the greatest need and will try to provide homeownership opportunities wherever possible.
Comprehensive Housing Counseling
OHDC is a certified HUD Housing Counseling Agency. Our trained housing counselors provide a wide range of housing counseling services which include;
(tm) Homebuyer education
(tm) Home maintenance education
(tm) Mortgage default/restructuring counseling
(tm) Tenancy/fair housing counseling
(tm) HECM counseling
(tm) Financial literacy budget/debt counseling

Most low income apartments have waiting lists. Some of these lists can take years until you can be called for openings. The key is to try to get on as many waiting lists as possible.

Apartment Rates
We provide current apartment rates on many listing pages. Most HUD listings do not have published rates. They are based on 30% of the renters adjustable gross income. You will need to contact the apartments to determine if you qualify for income based rent.
