City Center Plaza is a transit oriented urban village with immediate access to shopping, public services and public transportation. A mixed-use community, affordable apartments and
townhomes are on the upper levels with retail shops and restaurants on the street level.
City Center Plaza is the result of a public-private partnership between the City, MidPen Housing Corporation, the Raiser Organization, and the residents of Redwood City. After the City assembled several small parcels near the sites targeted
for the new City Hall and new library, community groups reached consensus in support of the development. Its architectural style complements the nearby library and the City Hall which is just across the plaza.
At City Center Plaza, residents have easy access to educational opportunities through the nearby library and the University of California satellite campus. There is an onsite childcare facility run by Footsteps Child Care. Additional onsite programs and services designed to further help residents advance are delivered through MidPen Residents Services Corporation.
Rents are based on income.
This affordable housing program is for individuals and families with moderate incomes allowing below market rents for those who qualify. The program is not a subsidized housing program as each resident is responsible for their full amount of rent each month. Rental amounts are based on the pre-set income limits in the geographic area and not based on your individual household income. To be income eligible, your total household 'gross' income must be less than the pre-set income limit for the area.

Service pets are allowed after a first no pets at all. A Dr. note is required to have a service pet. Can be dogs, cats, birds and you have to provide a photo and information of your pet. It has to be spayed/neutered I think. So many have dogs they leave locked up barking all day and night meaning people never/hardly ever even take out to walk. When the dogs do get out, they pee and poo all over the property. A lot of people know how to get fake Dr. Note which is why so many have dogs.

There is always a waiting list and it is always several years to wait. Don't waste your time. People don't often move out. It's usually because of eviction.

I only recommend people I DON'T like to move here so they can suffer all the constant noise as punishment. Very close to the train station the train horn blaring at all hours and shaking the apartment very badly causing wall cracks. Then, even when there is no train, you always hear the walls, floor and ceiling cracking which is very startling in the middle of the night. Unsupervised kids and teens all day and night. Dogs nonstop barking all day and night, sometimes even 12:30 a.m. and 6 a.m.. Nearby ongoing construction starting as early as 4 a.m. garbage collection 4:30-5 a.m. daycare drop off 7 a.m. the kids are so loud coming in. Drunk people coming home late and loud up to 2 a.m. people arguing/fighting loudly up to 1 a.m. cameras all over the property but all types of people peeing everywhere still and causing noise and problems but nothing is done. The list goes on...
