Human Solutions develops permanent affordable rental housing, manages our real estate assets for quality and stability, and provides comprehensive resident services based on our understanding that affordable housing is only the first step towards families achieving self-sufficiency.
Human Solutions owns 608 units of housing, in 16 locations in East Portland, Gresham and Fairview. All units are income restricted, with a maximum income ceiling of 60% of Area Median Income although many of our residents earn far less-typically about 30% of median or $20,350 annually (Note: This figure changes annually, contact for updated figures) for a family of four. Typically our housing units are 2 and 3 bedrooms, but we also have 4 and 5 bedroom units for the many large families that we house. Most of our new units are equipped with washer/dryers and our projects have community rooms and playgrounds.
Resident Services works to address the needs of residents who are often isolated from our community institutions due to educational, economic and cultural barriers and the complexity of the fragmented systems that provide services to low-income families. Resident Services programs and activities engage children and adults in learning new skills and in developing relationships with their neighbors and the broader community. More than 70% of the contacts between the Resident Services staff and the residents address basic needs such as rent and utility assistance, food and clothing and helping families advocate for themselves.

Most low income apartments have waiting lists. Some of these lists can take years until you can be called for openings. The key is to try to get on as many waiting lists as possible.

Apartment Rates
We provide current apartment rates on many listing pages. Most HUD listings do not have published rates. They are based on 30% of the renters adjustable gross income. You will need to contact the apartments to determine if you qualify for income based rent.
