It is a place for seniors and disabled, and disabled does include some with mental challenges.

Yes there is always a waiting list.

If a downtown location and affordable housing was desired for a senior or disabled person, then yes. Not sure if long-term residency would be the best, because there are better and newer affordable housing options. Those waiting lists are probably very long.
