These apartments are very safe. No, only persons age 55 and older are allowed to live here.

Apartments are safe. There are fire sprinklers installed in every room and hall and also emergency pull cords in the main bedroom and bathroom linked to a flashing beacon on the front porch. Since no one under age of 55 can rent and live here, I would answer no to your question on being family friendly. However, visitors are allowed to stay overnight up to a week as long as rules are obeyed.

The waiting list can be from 1 to 3 years long as there are only 40 apartments within the complex

Yes there is a waiting list. Currently all the apartments here are rented. You would have to contact Pendergraph Property Management in Raleigh NC to find out more.

If you want to live in a quiet, sleepy town that's up to an hour away from a major city (in this case, Fayetteville NC) then I would say move here.

They do currently include your water, sewer and sanitation. There are landscapers that maintain the grounds.
